Under the direction of the Clinical/CBT Coordinator, the Virtual Academy Program Facilitator and E-Learning Platform Manager administers a library of evidence-based cognitive behavioral programs to participants and ensures those programs are delivered in the intended virtual E-Learning format within the Allen County Community Corrections (ACCC) Residential Services facility. This position is responsible for the overall management of any E-Learning programming platforms, virtual management of participant assignments, and regular guided check-ins and accountability with participants. This position is not covered as defined by The Board of Commissioners of the County of Allen Employee Handbook.
ESSENTIAL FUNCTIONS:
• Facilitates evidence-based cognitive behavioral classes virtually and/or on-site and ensures the content of the program curriculum is delivered in its intended format and the participants understand and relate to the required material.
• Administrative management of any virtual training requirements to ensure functionality of platforms and appropriate E-Learning course assignment.
• Assures the seamless operation of necessary facilitator and participant technology associated with all E-Learning platforms and works closely with the Systems and Technology Manager to troubleshoot any software, hardware, internet access, or other technology issues that may arise as part of this position.
• Will provide guidance and support in the creation of virtual facilitation training materials and policies.
• Responsible for virtual program development, piloting, implementation, review and management of E-Learning platforms adopted for use by ACCC participants.
• Responsible for the development, implementation, review, and management of ACCC staff training for any E-Learning platforms adopted by the agency.
• Utilizes program eligibility requirements, other relevant information, and recommendations for accommodations to appropriately assign E-Learning materials to program participants.
• Demonstrates strong organizational skills, interpersonal skills, and the ability to work alone, under minimal supervision and/or with others in a team environment.
• Conduct small and large group virtual training and monitoring with up to 100 participants, utilizing electronic tablets and other technology, as needed.
• Prepares necessary lesson plans, materials, supplies and instructional software and hardware to facilitate the program and recommends additional materials needed.
• Prepares the classroom environment or E-Learning platform to meet the unique circumstances of participants, inventories necessary program materials, and notifies appropriate staff of materials needed or any equipment malfunctions.
• Assists with the design, development, and implementation of virtual programming assessments and evaluation of program effectiveness, including routine tracking, analysis, and reporting of this data.
• Facilitates assigned program orientations, as required, for incoming participants and reviews program rules, requirements, and associated costs with each participant.
• Recommends virtual programming methods to address participant problems including, providing occupational and education information, and interacts both virtually and on-site with participants to assist with gaining insight, defining goals and planning courses of action to achieve effective personal, social, educational, and vocational adjustments.
• Completes administrative paperwork and electronic notation including but not limited to, documenting attendance and participation levels of the participants in the required database and completing dispatch and discharge paperwork.
• Originates data through spreadsheets from live participant supervision/case management software, maintains knowledge of database query methods and combines datasets as required to track necessary participant data and provide regular analysis of participant status and E-Learning program outcomes.
• Prepares reports and alerts ACCC staff and/or external referral sources of problems with participants and forwards status paperwork to the referring agency and/or Case Manager when a participant is discharged from the program.
• Prepares and forwards status reports for all participants referred directly to Allen County Community Corrections (ACCC) for CBT programming.
• Observes and documents participants' progress and forwards monthly reports to referral sources and Case Managers, as required.
• Participates in staff meetings to determine appropriate responses to participant questions and concerns, share proposed changes in delivery or curriculum, discuss participant behavior, discuss classroom and E-Learning management strategies, and share insights on participant progress with other staff members.
• Reviews equipment and product needs and prepares and presents cost estimate recommendations to the Clinical/CBT Coordinator for review with the Executive Management Team (EMT).
• Provides agency staff with assistance with issues related to any E-Learning platforms as needed.
• Must be able to work during hours most conducive to target population, which includes Monday through Friday, some nights, extended and/or irregular hours, and/or weekends, as scheduled.
• Performs all other duties as assigned, including on-site class coverage and overtime as required.
• Uses principles of evidence-based practices as a guide in interactions with program participants and in the development of department programs.
• Must model Pro-Social behavior at times and in all places.
REQUIREMENTS:
• Bachelor's Degree in Criminal Justice, Psychology, Social Work, Education, or related field.
• Certification and experience in Instructional Design preferred.
• Minimum of one year of E-Learning program design, facilitation and/or teaching preferred.
• Strong understanding of learning principles, methodologies, and instructional design best practices.
• Knowledge of various theoretical approaches to education and human behavior, including Cognitive Behavioral and Social Learning theories.
• Experience with program design, including the use of various software and other applications for the creation of educational course content.
• Function as part of the Clinical/CBT training team in the design, development, and testing of virtual instructional materials.
• Understand and adhere to the agency's vision when creating, measuring, and meeting E-Learning instructional goals.
• Knowledge of criminal justice system operations preferred.
• Demonstrate strong time management, organizational, interpersonal skills, leadership and teaching skills.
• Ability to work remotely under limited supervision and with others in a cooperative team environment as well as ability to perform in a correctional institutional setting.
• Adaptability and the ability to thrive in a hybrid work environment.
• Ability to be certified in Indiana Risk Assessment System (IRAS) Instrument Training/Application as required
• Ability to be certified in Motivational Interviewing Network of Trainers (MINT).
• Ability to be certified in the facilitation of various CBT curricula.
• The agency subscribes to the National Institute of Corrections' Eight Principles of Effective Intervention (EBP), must be able to complete required Correctional EBP training programs and demonstrate competencies that focus on empirical recidivism risk reduction strategies.
• Strong computer skills and the ability to use Microsoft Office, ViaPath, the Atlas platform, and any other job-related software.
• Strong written, verbal, and electronic communication skills.
• Ability to use electronic tablets and other personal computing devices, overhead projectors, DVD players, teleconferencing equipment, and other technology.
• Knowledge of evidence-based principles and practices.
DIFFICULTY OF WORK:
The Virtual Academy Program Facilitator and E-Learning Platform Manager performs work that is broad in scope and of substantial intricacy when utilizing judgement in virtual E-Learning or in-person lesson preparation and adaptation of evidence-based cognitive behavioral programs. Judgment is needed to ensure that program delivery falls within the appropriate parameters set by Allen County Community Corrections (ACCC), which may require accommodation to meet the unique needs of the participants.
RESPONSIBILITY:
The Virtual Academy Program Facilitator and E-Learning Platform Managermakes substantial contributions when preparing and administering evidence-based cognitive behavioral programs within generally structured guidelines and makes recommendations to staff to attain desired program results. Purpose and desired results are indicated, and unusual problems are discussed.
PERSONAL WORK RELATIONSHIPS:
The Virtual Academy Program Facilitator and E-Learning Platform Managermaintains frequent contact with other County employees, Allen County Community Corrections (ACCC) staff, program participants, and other mental health and social service agencies regarding evidence-based cognitive behavioral therapy programs, including CBT programming conducted through an E-Learning Platform.
WORKING CONDITIONS:
The Virtual Academy Program Facilitator and E-Learning Platform Managerworks remotely and/or in an office and classroom environment within a correctional facility with frequent contact with potentially dangerous, violent, and abusive program participants convicted of various misdemeanor and felony offenses on a daily basis with the ability to move around freely, but frequently sitting, requiring some bending, kneeling, lifting up to forty pounds, reaching overhead and pushing and/or pulling loads. Very frequent typing including proofreading and attention to detail, monitoring equipment and detailed inspection is required. A laptop, telephone headset, any required software, and access to other materials required for the position will be provided.
