Majestic mountains, the rugged West Coast Trail, serene lakes, and one of the world’s tallest free-standing timber rail trestles all lie in the picturesque Cowichan Valley Regional District (CVRD). Located on Vancouver Island, the CVRD provides a wide range of local government services to a population of 80,000 within its 4 distinct municipalities and 9 electoral areas. The Cowichan Valley Regional District is now accepting applications for a new temporary full-time Emergency Management Trainer position in Emergency Management Cowichan (Emergency Management Division) within the Strategic Services Department. This grant-funded temporary position is available to December 30, 2025, with possible extension up to 2 years total if additional funding is secured.
Emergency Management Cowichan (EMC) is the regional emergency management organization planning Cowichan’s resilient future. Built on 20+ years of shared emergency management service, the Municipality of North Cowichan, Towns of Lake Cowichan and Ladysmith, City of Duncan, and the CVRD are working together through EMC to ensure that Cowichan mitigates, is prepared for, can respond to, and recover from, a range of hazards. Reporting to the Manager – Emergency Planning & Operations and with supervision and direction from the Training, Exercise and Engagement Coordinator, the Emergency Management Trainer delivers training as required by the emergency program and provides support for course and exercise development. This position supports the Emergency Management Division by sharing technical and subject matter expertise as part of the Operations and Planning Team and participates in the Emergency Operations Centre (EOC) as required. The Emergency Management Trainer keeps abreast of emergency management developments and initiatives and helps to deliver and track relevant and inclusive emergency program training and materials for the Cowichan Valley Regional District (CVRD), the City of Duncan, the Town of Ladysmith, the Municipality of North Cowichan, the Town of Lake Cowichan, and First Nations partners.
Qualifications
• Degree (preferred) or Diploma in Emergency Management or a related field
• Minimum of four (4) years’ experience in the development and delivery of training
• Incident Command System (ICS) 100 and 200
• Class 5 BC Driver’s License
• Courses in adult education, instructional design, and / or training delivery are considered an asset
• Emergency Operations Centre experience is considered an asset
• Experience in volunteer management and/or emergency preparedness, response, or recovery, preferably in a local government setting, is considered an asset
• Train-the-Trainer ICS 100 and 200 would be an asset
• An equivalent combination of education, training, and experience may be considered

Hours of Work
Guaranteed 35 hours of work per week, Monday to Friday, 8:30 a.m. to 4:30 p.m., and eligible for flex time. This position will be required to attend some evening and weekend meetings, and is required to participate in the on-call Duty Manager rotational schedule to provide after-hours emergency management support.
Where operationally appropriate and subject to change, the CVRD has a Work From Home program. This program allows staff to work remotely, with the number of remote days per week determined by operational requirements, from locations that are a daily commutable distance from their work at a CVRD worksite. This position works from the EMC office in Duncan, BC, and at this time, is eligible to be part of the Work From Home program, potentially working a hybrid in-office / remote schedule after a successful in-office training period.
Salary
Wage rate in 3 steps as per the Collective Agreement between the CVRD and CUPE Local 358, $44.85 - $46.23 - $47.55 per hour (2024 rates). Benefits (or 6% pay in lieu of benefits until eligible), 6% pay in lieu of vacation, and on-call pay are included as per the CUPE Collective Agreement.
